Amphibious Beaver low speed maneuvering in water

Greetings all

Before purchasing the Beaver, I checked out a few YT video reviews and found that some folks were having trouble handling their amphibious Beaver around docks at low speed. I use P3Dv3.4 and after purchasing found that I could not steer in any way below 11.5 knots (water rudder or plain rudder).
I tested the wheeled version and had no real problem since the brakes are still effective and you wouldn't expect any rudder effectiveness at 2-3 knots anyway. This is still present in the latest version (170803).

In the AIRCRAFT.CFG there is a header called "AIRSPEED INDICATORS" . I removed the -11.5 knots offset (only for the amphibious version) as a test and found that I could now use the water rudders in a realistic manner and maneuver at speeds as low as 2-3 knots. I assume the offset was entered to correct the cruise or max speed to make it more accurate but I am willing to live with this compromise.
