Cannot Start F4 E in FSX Steam

Loaded the F4E in Steam and I cannot get it started. It works in FSX correctly. Nothing happens when I try the cartridge / battery start procedures, if I use the GPU and signal air flow it winds up but does not start.

You have fuel? Engine master switches on?

I do the same steps in FSX as I do in Steam, but i cannot get them to start. It works just fine in FSX Acceleration
