The paint kit is composed of several ".psd" files, which is the default Adobe Photoshop format.
I use Photoshop, but you can use any graphics program that supports the use of levels.
I know that Paint Shop Pro (payware) and The Gimp (freeware) can open and save the default paintkit files. I have not used the Gimp, but believe it is adequate for most requirements.
Happy painting!

Just a couple of minor corrections to be done, and the 435th (Black Eagles) will be available as well.
There will be two sets: the 435th earlier out of Moody, GA as well as lately out of Randolph, TX.
Two similar schemes will soon be available for the 49th FTS (Black Knights), also formerly out of Moody, and lately out of Columbus, MS

The Gimp doesn't work with the paint kits. It does load them. But it doesn't show any changes. All it shows up as is a grid.

I am not surprised that the files do not work in Gimp. They were made for use in Photoshop are are using a ton of fx for that software.
Sorry

I need to check in more often, thanks for finally allowing me to complete NAS Pax River with the USNTPS repaint, outstanding work on the repaints.
