T-38A standard - Missing cockpit lights

I've moved FSX-ACE installation to a new and more powerful machine, after reinstalling the beautiful T-38A v3.151207 I've noticed that the cockpit lights aren't functional, external lights and caution panel are OK, but compass, instruments, panels and flood lights won't turn on. (the F-86 ones are working as expected)
Do you have some suggestions?

Modules loaded are: A2A_Service.dll, FSUIPC4.dll, VRS_TacPack.dll, Milviz_pack.dll, F15E_Nav.dll.

Uac off? Running as admin? AV off when installing/downloading?

I confirm admin with UAC off and KTS off, installation had no issues.
panel/T-38A_Lights.dll (14/06/2015), panel/T38_Logic.cab (13/10/2015) and texture/MV__NL.exe (1.0.0.0 14/06/2015) are present... I'm unable to recover the FSX backup made before moving to the new PC to see if there are some differences.

Right click on your fsx.exe and go to Properties\Compatibility and make sure Run this program as administrator is checked?

Yes!
The "T-38A lighting service" is also set as "trusted" in the Kaspersky application control, but I can't see the process running when I start FSX, maybe an entry is required in the exe.xml?

It is entirely independent of the exe.xml so no entry required. Please go to Control Panel->Administrative Tools->Event Viewer->Windows Logs->Application and see if there are any errors regarding the T-38A Lighting Service and post the reports here.

I've had an application error ID 1000 when I've doubleclicked the exe, but no events when I load the aircraft:

Never try to run it by hand. It will only run if loaded by the simulator.

I know, the double click was incidental, anyway the exe is not loaded by the sim, even after the clean installation of "MilViz T-38A Update v3.151207".
