Static Planes Not Working

So I followed the install instructions and still cannot get static planes at airbases. Also, no AI planes (that the instructions say are suppose to be flying sorties) are at the airbases. I play on the steam version of FSX and have never had a problem with the plane. However I did not know that the purchase came with missions and all the air bases as well. So this is the first time I have tried to use the full purchase. Anyway, any help or advice is appreciated. Thanks.
