Followed all Steps in start up including ctrl-shift-f4. N1 only advances to 9% and fuel gauge reads 0 and fuel pressure is 0. Checked aircraft setting at fuel and balance, it shows 100% fuel on board.

Pressing the key combination ctrl-shift-F4 is the default key combination for mixture full rich.
Which start procedure are you following that has you using that?
I'm not aware of any Huey start procedure that would want you manually turning the mixture to full rich at any point.

I am using the Startup Procedure in Manual and also in the Before you call the Doctor (Pre-Post Checklist) you will see if it does not start, it says to try ctrl-shift-f4

Please note that the CTRL-E will not successfully start the Huey. The only start procedure that will work is the one in the User Manual or in the tutorial video referenced in the manual.

I am following the startup procedure, but why is the N1 gauge stopping at 9%, it does not continue on.

Don't use the key combo and see if that works...

The Pre Post checklist doesn't apply as far as I know...things have been improved a bit in the way we do startup for helos. As KC said, use the procedure shown in the video.

I am not using key combo. I am following the startup procedure in the manual. When I left click and hold the red starter button, the N1 gauge stops at 9%. the engine sounds of spooling up continue and than stop after a minute. The N1 remains frozen at 9%.

Let's start figuring it out. The AMS has an option to start 'ready to fly'. If you check that, does the Huey start up all on its own?
On the cold & dark option, try this diagnostic procedure:
1. Turn on the battery.
2. Switch on the Inverter.
3. Switch on the Fuel Pump.
What do the fuel pressure and fuel quantity gauges read at this point?

Dutch: Thanks for helping me out. I set AMS to start 'ready to fly' The Huey does not start. All switches are on, Fuel is full and pressure reading 13 psi. Blade not turning. On cold and dark, I tried your diagnostic and fuel read full and fuel pressure was 13 psi

Dutch: I solved my problem. I deleted the Prepar3D.cfg file. Rebooted Prepar3D to default. The Huey now runs perfectly. Not sure what was in the cfg. the Huey didn't like. But all is good now. Thanks again for your help.

Very glad you got it sorted and told us so if that shows up for anyone else we have the answer.
