Is there any plan to update the Bobcat's nav lights to be compatible with Prepar3d V4.4 dynamic lights?

What precisely are you expecting. The same .fx files are used regardless of the sim version or P3D's dynamic lighting...

I guess than my question is, will the quality be improved? Presently they look like a Christmas star.

They are default lights, so the answer is no.
