Cannot create dll.xml-floder not found
This is part of the error message I get when trying to re-install the 320R. It previously worked OK, but when I started it yesterday, the center part of the panel had no textures, so I tried re-installing and got this. Double clicking the XMLTools64Installer.exe in the A/C panel folder gives the same error. Selecting the A/C in game leads to the shutdown of P3D. Deleting the dll.xml folder and letting it rebuild didn't help. The Porter and B-55 works fine (previously installed). Seems this problem only started with the attempted re-install.

Which installer version are you using?

MV_310R_Redux_v3.180904.exe. For V4 I assume you're referring to P3D; 4.3.
The error only occurs when the installation routine for XMLTools64Installer is called; that action is resulting in the file not found message. The plane gets installed but P3D crashes when I try to load it. This still happens after deleting and regenerating the dll.xml & exe.dll files. I'm assuming P2D put the regereated dll.xml file in the correct location.

do you have C:\ProgramData\Lockheed Martin\Prepar3D v4\dll.xml

Yeah, the dll.xml is located in C:\ProgramData\Lockheed Martin\Prepar3D v4\dll.xml

The same installer previously worked without error. Now the XMLTools64Installer.exe can't find the dll.xml.

And your 310 is in the default Prepar3D v4 / SimObjects / Aircraft folder?
Please try running the XMLTools installer again.

The 310r is in the default p3d/simobjects/aircraft folder.

Also, the installation seems to partially work; the dll.xml was successfully placed. I'm wondering what folder is missing? Is there supposed to be another folder someplace?

The Ported loads fine, until you look at the engine instruments, which remain flat-lined at zero, except for the prop rpm which seems to be active. I can take-off & land, but without engine instruments. Also, the power lever in the center of the console doesn't move; it remains at the idle position even at take-off power.
I tried to reinstall the 310 without select the xmltools64. It completes OK but when I select the 310r in psd, the screen becomes black and p3d closes within seconds.
This whole thing started a few days ago when I started the sim, selected the 310r which loaded, but the center panel area where the guages are was just a black space with no visible detail.
And, xmltools64.dll is present in the main p3d folder, as well in the panel folder in the plane in the aircraft folder (meant to say the XMLTools64Installer.exe is in the panel folder.
