Were the installers run as admin? Attempting to verify if they overwrote what they should have.

Also, try going to your FSX-SE install location\Gauges folder, locate the MV_F-4S_Sys and MV_F-4J_Sys.dlls, right click on them, select properties, and verify that there is no Unblock check box. If there is, click it, and then apply.

Do the same on the F4_mod.dlls in your SimObjects\Airplanes\Milviz Phantom II J/S\panel\F4ADV folders

The installers have little blue and yellow shields on them. Doesn’t that mean they are in admin mode?
I found all of the files you listed and opened “properties”. I didn’t see any “unblock” boxes anywhere in those files. Is there anything in FSX game settings I’m forgetting?
Thank you for your patience JB!

With installers, just right click and run as admin. No need to go to properties. As for anything else, will need to think a bit.

Okay, when I return home this evening if I understand you correctly I should uninstall then reinstall by right clicking the installers.
Thank you JB,

Ok next: right click on your fsx.exe like you did when you set it to run as admin, but instead of going to properties->Compatibility, go to Properties->Security. Select the Administrators group, and verify that admins have full control, modify, read & execute, read and write, allowed.

Yes, the Administrators group has those boxes checked. Still not starting the F-4.

Thanks,

Try unzipping these into your main sim directory\gauges folder. Once unzipped, do the right click->properties->unblock check.

Great progress!!!
The airplane loads now! It’s not usable yet however. I thought it was stuck in pause but it’s not. The Sound works while it’s loading then shuts off no matter what I try. It says “sound off” on the screen. Pressing Q or the drop dawn Option menu doesn’t fix it. In the cockpit, the throttles are at idle but from the exterior the engines appear to be in full afterburner. From the cockpit, the flight controls don’t move but seem to work on the exterior view.
Thank you!

Evidently something is blocking the ADV dlls from loading. Will have something to check shortly.

I’m getting a strange little error pop-up now when I close FSX that says “Access to Is Denied” with an “OK” button at the bottom. I don’t know what that’s relating to but I see it every time now.
Thanks,

Sorry, I think it’s unrelated to the Milviz Phantom
